Dutch Cannabis Policy Phase Five: The Present Crossroads (2020s)

Today, Dutch cannabis policy stands at a crossroads. Germany has moved toward legalization, Canada and several U.S. states have fully legalized, and the global tide is shifting. The Netherlands, once a pioneer, risks being seen as outdated.

The ongoing wietexperimenten, finally launched in 2023, aim to test regulated cannabis supply chains in selected municipalities. Results remain to be seen, but they could pave the way for broader reform — or reinforce the status quo if deemed unsuccessful.

Public opinion is divided. Many Dutch citizens see cannabis as normalized and harmless, while others worry about nuisance, tourism, and health effects. Politicians remain cautious, unwilling to risk controversy in a fragmented political landscape. For now, coffeeshops remain tolerated but constrained, symbols of a policy that was once radical but now feels stuck in time.
